Founded by Frank Bettinger and Ambrish Rastogi, PE, Culpeper Veterans Associates, LLC (CVA) is a multi-disciplined Architectural-Engineering design firm that provides architecture, Mechanical-Electrical-Plumbing engineering, fire protection engineering, and energy conservation design and management services for a wide range of clients and building types. CVA is a certified Service-Disabled Veteran-Owned Small Business (SDVOSB) dedicated to providing quality design and management services to various Federal agencies and in the private sector. CVA is incorporated in the Commonwealth of Virginia by retired military personnel and highly experienced Federal government support contractor personnel. The goal of CVA is to consistently provide our clients with a high level of technical knowledge, responsive personnel, and cost effective management of client resources.

Over the past twenty-two years our architects and engineers have developed a network where consultants and companies have worked together to successfully provide technical support to our clients. Our team of professionals is at the highest level in their respective fields with excellent and proven track records. This team relationship is a core-strength that assures efficiently organized and well coordinated projects. CVA recognizes the importance of a team approach to create optimal and cost-effective solutions. It is our responsibility as Project Managers to provide a sufficient number of well-qualified personnel in the key disciplines for a project and we work together to develop creative and integrated design solutions. CVA is ideally structured to meet the unique demands of today’s clients.
Culpeper Veterans Associates, LLC brings sound experience to the area of government and commercial building and systems design. Our senior staff has worked on numerous Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts bringing more than 50 years of combined experience to a variety of government agencies including: Department of Veterans Affairs, NAVFAC, NIH, Smithsonian, and the City of Alexandria. Our team leaders are committed to serve the clients during all phases of design to assure successful completion of each project.
We constantly seek to train and improve the knowledge base of our existing staff while strengthening the team with the best architectural/engineering talent available. As a result, many members of the CVA’s in-house staff have more than 38 years of experience in designing renovations of architectural, mechanical, electrical, plumbing and fire protection systems for a variety of governmental and commercial buildings. Staff members are licensed to perform professional services in Virginia, Maryland, the District of Columbia and Pennsylvania.
